I found that iPhoto Plus 4 could be supported by several old versions of Windows 7 Home Premium, provided that the user downloaded a help file package (about 750k) from Microsoft. I made a point of burning a permanent CD back-up of it. The first version to work was from 2010, and the second, from 2011, incorporated Service Pack 1. However, a later version of Windows Home Premium would not support iPhoto Plus 4 at all. Sadly, I don't think that the required package is still available.
Came free with a Chinese scanner I bought 15 or 20 years ago. Pixel editing, could even cut out a shape, like a figure, from one photo, copy, then paste into another photo. Haven't been able to install it on recent computers. Wish I could find a newer version.
